the game isnt downloading after 66%
i have been trying to download since 3pm its 4:43 now and other games are able to download

I had the same issue. I changed my download region due to the guy above and it fixed immediately. It's very easy.

Go to Steam > Settings > Downloads and select the desired region from the "Download Region" dropdown menu.

Changed it to turkey. it finished. changed it back. took 1 min total.
