Where is the Pawn Shop Owner?

I have the beta version and have visited the pawn shop. It's open, but there hasn't been someone in there in 2 in game days! Where is the owner?

He's bugged atm. Save your game at the Motel and reload it. He'll be there across the street, waiting to haggle you for your junk.

Try saving and restarting. That worked for me.

The pawn shop isn't open for me. And there's no option to haggle when speaking to the owner???
EDIT: Found out how to switch to beta version and pawn shop is open.
