It's for this reason that I just installed a mod that just removes all the trash. It's only worth interacting with at the very start of the game to get some easy quick cash.
(a) A separate placeable trash collection zone linked to a trash object, assigned to a worker. This would allow for flexibility, and still honour game limits; or
(b) A single worker will collect any trash throughout the entire property, but will only path to, and later empty, up to 3 trash cans.
