How to use the Cauldron in the game？

In the game, there is a prompt to put in 20 Coca Leaves and a bucket of gasoline, but I cannot find the Coca Leaf Seed. Is it because this item has not been added in the game yet, or does the Coca Leaf Seed need to be unlocked at a higher level?

It's in the Enforcer rank stage, a supplier named Salvador. You just need to go unlock him, he's available at the same point you can buy a cauldron.

Thank you, buddy, but what puzzles me is that the production tools were unlocked earlier than the raw materials

It gives you a chance to set up your build so all you have to do is plant what you can afford. If it went the other way, you'd likely be broke by the time you bought the seeds and set some of the needed build up.
