Early Access allows developers a way to have a game out as an early "beta" or "alpha" in some cases, and you pay a price that is usually somewhat cheap to reflect a bit of what's in the game at that time.
Some devs will increase the price along the way as it continues to get updates and more content is added. Others may not increase it until it leaves Early Access. A few may not increase the price at all.
The system has its pros and cons.

That being said, this price increase happened about 2-ish months prior to leaving early access in September of that year. This is the only example I can find off hand. You can see on SteamDB that it was cheaper during it's early access period here: https://steamdb.info/app/526870/ - with the new price going up on August 5th, then going 1.0 gold on September 10th with a 10% launch discount.
While far from the only game to have done this, it is one I personally know of. There are probably many, many more examples of this.
