Handlers need more routes & Cleaner doesn't use up a worker slot

I'd like to see Handlers have their route capacity increased to around 10. Also if we could have hire a cleaner per location and not have it take up a worker slot that'd be great. I feel like the mountain of trash is likely causing performance issues and this would help.
