Purchasing a property allows for the player to increase their floor space at no additional risk. Suggestion: maybe the additional risk is high rent overhead to keep the cops away...or miss out on rent and there might be some knocks at the door.
ex: Bungaloo $9k purchase cost...$2k weekly upkeep...
I have the same thought as you, as there are no additional money sinks aside from the casino and 1 time purchase properties it would be nice to have some more advanced resource management like rent overhead to go along with employee overhead.
What about paying off the cops not to raid you?
