That really sucks. That's 16 packs with 84 costumes total. Quite a bit of missing content if it isn't in the game and they aren't even going to sell it as DLC.

But there have 9 tags in costumes store,5 outfits for each tag,
so there have 45 costumes total.

The "unlock and buy in game" are not the DLC. The DLC for this game included villians, muppets, nightmare, jungle book, Phineas and Ferb, and Peter Pan, and some also included new worlds as well.
