Stainless is well known for having limitation in the capabilities of the Duels yearly versions into this attempt at an ongoing version. Cost would most likely be a factor, but very likley they weren't able to do it as well. Not because the technology couldn't handle it, but it was beyond the capabilities of that particiular developer.
In any case Duels ceased development, upgrades and the like June 2017, and the post you responded to is from 2016. So the reasons at this point would be moot.
