Nearly all dual-land are lands. Rootbound Crag is a land and doesn't state anything else. Overgrown Tomb, for example, it's a Land - Forest Swamp. If you played Overgrown Tomb, and then, played Rootbound Crag next turn, it won't be tapped.
Rootbound Crag http://static.starcitygames.com/sales/cardscans/MTG/M13/en/nonfoil/RootboundCrag.jpg does not ask for a "basic land", just for any land that has either "mountain" or "forest" in the card title, which is the case for Cinder Glade http://i.tcgplayer.com/104302_200w.jpg
So playing Cinder Glade as your first land it comes into play tapped, playing Rootbound Crag as your second land, this comes into play untapped. Works as intended.
It does not matter if you control a Forest or a Mountain, Rootbound Craig enters tapped.
It does not matter if you control 2 or more Basic Lands, Cinder Glade enters tapped.
