What is the minimum level requirement that you need in order to get to fight Greater Lilith?
There is a achievement for reaching level 69, is that it?

There's no minimum level requirement In order to face the Greater Lilith but you'll need to complete the last NewGame+ mode (Vampire) - typically when that happens you at least @ level 76

Since the game told me that "you are not strong enought to face lilith", I presumed that it had something to do with my level.

Might want to clear that up in a update, or not.

It is confusing, but only really until you get back to the main screen and look at all the locked difficulty levels. It's pretty common that a completed difficulty level unlocks the next in line, so it feels pretty self-explanatory once you get that additional piece of information.
