Gifting to EU currently not working due to Euro vs JPY exchange rates. USD still possible.

Since the game has been officially released now, you can try your luck on a 3rd party keyseller website to obtain your copy in the EU. Make sure to first check the website on Trustpilot or google them to see if they are legit.

Germans can actually get the game gifted, as seen with a couple of people above (and OP) if its from a Japanese region Steam account.

I don't know what the interaction is like with UK accounts gifting games to EU accounts though. (but it wouldn't matter in this case or irrelevant, cause you can't buy it if you're in UK/EU)

Technically, it's not Germany banning all these games from Steam. It is Valve refusing to service Germany out of fear of getting in trouble with the Medienanstalt of individual Bundesländer after an incident with the Schleswig Holzstein one. All Valve had to do was to implement an age verification system for users in Germany, then there would be no issues with selling FSK18 games again. But they refuse to and instead chose to not display the games at the German Steam store at all.

Obviously the result for us gamers is the same, it appears as if the game was being taken out of reach.

However in case of Dead or Alive VV Prism, neither Valve nor Germany had anything to do with it. The publisher of the game Koei Tecmo decided to only sell the game for Asian markets.

It was possible to gift the game for two days, but you are one day too late sadly. It seems tied to the exchange rate Euro vs JPY. Maybe another opportunity will come.
