Is unlocking DLC characters still an insane grind?

Lawless or whatever looks kinda fun to play but last time I played I gave up trying to unlock jonkler jr because grinding the same missions over and over got me into the aslume.

Lower requirement than the Joker unlock but not as low as the Freeze unlock.

You'll eventually need to hit in season Rank 25 to fight this Brainiac and unlock Lawless. Along the way, you'll need to run certain Incursion missions at least once each as part of the story progression.

I used the Darkest Night incursion since I could speedrun it in under 1m30s, It's one of those incursions full of brutes, helicopters and snipers but the kill count is really low. You should be able to 1-2 shot everything even with an average build and finish with at least one Rank level per run.
You'll want to to go up to Rank 22 or so then switch to complete the mandatory Incursion missions. That's the most efficient way to hit Rank 25 right as you're ready for the Brainiac fight.
All in all, I'd say about an hour commitment if you solely focus on the Incursion. Or about 2hrs if you take a more relaxed approach like taking time to shoot drones or cargonauts in between each incursion run.
