This is a single player game pretending to be a 'live service' game with ~10 hours of content.
I don't even know why more companies are to push out more "games as a live-service" garbage for PvE/single-player games. It's not even beneficial in profit generation in the long run, only the short term to deter piracy. It costs money to run and maintain servers and once a live-service game is to be retired at some point, they simply shut it down and there's no point in buying it anymore. All that effort and time for development gone to waste.
It even deters players from shilling out more cash to gain early access ahead of a launch date because there's going to be too many people trying to get into the servers to play and they have to wait until the player count lowers down. That's exactly what happened to PAYDAY 3 as an example.
