cant rescue thugs during a penguin mission

several minutes in,and the counter is stuck at 2/3,for the love of god they cant even keep a mechanic working

So what the incompetent devs don't tell the player is that you need to kill certain enemies/vehicles in order for the next rescue icon to pop up. If you want my advice, just play these missions on the lowest difficulty so you can rush them quickly.

i pretty much cleared the area twice just to make sure if i was supposed to kill them
