How can I fix the textures not loading properly / looking super blurry?

When I run this game the textures are terrible. The game is playable, but it looks like I'm playing a PC game from the early 90s. I've tried tweaking graphics settings but nothing is working. You can make out what everything is, it just has no detail up close.

Okay, so I have a fairly old computer - the graphics card is a NVIDIA GeForce GTX 750 Ti - but regardless, I can still run fairly modern games to show SOME degree of detail. I had this issue with "Dead Island 2" and found was a tweak to the game file code that fixed everything.

However I can't find any help with this issue, so trying my luck here!
