Who was worse than Jared?
Clearly they think the Joker in this game is worse. Jared Leto's interpretation of Joker was an amalgram which paid homage to the aesthetics of at least 5 different Jokers from the comics. Similar to this game's Joker, he was just misunderstood.

Uh, no.
Just because someone takes Good Ingredients and puts them into a Stew it doesnt mean it will make a Good Dish, as shown by Gangsta Joka. The best thing WB ever did with the DCU was leaving the rest of him on the Cutting Room Floor.
The voice is just very immersion breaking. It's literally injustice 2 joker but with a much MUCH worse voice.
He sounds like a dork, the voice might have worked for a Riddler or Kiteman character... but not the Joker
