The game itself starts you out wearing the Arkham Fugitive outfits, then through Story progression you get the main outfits, and finally variants of the main outfits (without going into spoilers). Finally once you complete the campaign and are in endgame, grinding to Finite Crisis 100 unlocks gold variants of the Arkham Fugitive outfits.
You are rewarded with cosmetics for specific Squad members once you achieve the required amount of stars in the Riddler AR Challenges (traversal and navigation time trials) scattered around the city. More Riddler AR Challenges appear after certain points in the Story and a few more were added with Season One.
You're quite welcome! Also this isn't exactly unlockable in-game (but needs to be claimed in-game) but Joker has Twitch Drops from March 28 - April 6. It's part of the Cyber Crime Set which was for each Squad member every week.
