I think it's always using half my refresh rate i.e., if I underclock my monitor to 60hz I cannot get above 30fps.
On 90hz, it does go up to about 48 fps in-game, but quickly corrects to 45
GPU is a 3080, playing at 1440p.
Due to AMD's lower driver overhead in DX12 and kinda similar CPU power, I should be seeing higher performance in this CPU bound game than your 4070S + stock i7 8700K combo. Game is very, very CPU bound.
Game on my end is mostly 60 fps locked (with fluctuates mostly down here and there). If I leave fps unlocked, it can spike up to 80+ in the open world and even 120 fps in the rare closed spaces this game has.
So: it's mostly DX12 Nvidia driver overhead + older CPU. Game might be further optimized through patches in time.

Your cpu is bottleneck.
You maybe not see cpu utilisation +90%, because it is slow.
*overcloking cpu to 5Ghz wont help.
