Harley and deadshot are meta humans , chemicals made Clayface meta, made Joker meta, but can't make Harley meta? Deadshot is meta because he is far and away above the maximum human skill level in fire arms ie some sort of enhanced senses, the man can kill a target a mile away blind folded....
While I don't think the enemy variety in the Arkham games is great, you made a point here.
8 types is probably not little, but a better word eludes me, maybe "limited".
Deadshot is not a metahuman.
Neither is Harley.
what is his powers?
Deadshot by far exceeds human potential in his skill. Harley as well as the Joker gained heightened reflexes, heightened flexibility (above human potential though Joker rarely used his as he was a masochist and preferred to take blows) etc and in some comics limited regeneration/healing factor abilities from their chemical baths.

In this game, none of them save King Shark are metahumans.
In this game they all are including boomer for some reason because it's rocksteady's universe and they say they are....
A human with exceptional skills or chemical enhancements is not a metahuman according to lore.
Bane even without Venom can beat some metahumans, yet he was mostly displayed as a normal human with extreme strength, who enhances it with a chemical.
King Shark? No question, that's lore.
Hawkeye is no mutant (basically Marvel equivalent), he is also just an exceptional human with loads of training.
And this is MY main problem with the game and why I didn't enjoy any of the story, if you don't mind this level of writing - I'm happy for you!
Considering this game:
I don't mind if they made them metas, basically anything is possible, but not explaining anything is just BAD writing.
DC's metas are just basically enhanced humans as thats all they had until they started introducing gods etc...I mean by this logic , barry isn't a meta because chemicals made him the flash, green lantern isn't meta because his powers come from a ring, and WW isn't amazons are just strong women...
GL is not a metahuman, yes.
Barry is a metahuman because tapping into Speed Force. The chemical magic only allowed him access to said force, and also winning the cosmic lottery.
If you don't care about the source material, that's totally okay.
I don't mind if they made them metas or gave them a freaking Green Lantern baseball bat blessed with the power of Jinx, basically anything is possible, but not explaining anything is just BAD writing.
No idea how else I could explain what I mean.
TBH most people don't and don't care GL is a fringe character at best with a cult following not a mainstream one.
