Maybe someone else will have the same issue as you. If not and you're the only one, then it might be on your side. Lower graphic settings, tinker around and see what happens.
If nothing helps. get dat refund. You can always rebuy it later on, especially when it's on a sale and when the issues/bugs are patched.
I get a bit of a frame dip occasionally when its in a busy area but not transitioning and certainl not as low as 3 fps.
How does it run for the rest of gameplay?
I did notice once while my PC was doing some stuff in the background that during the transition from cutscene to gameplay that one of the building textures was showing a lower proxy / model for longer than usual.
It's possible your issue is related to storage? Are you running off SSD or regular HD?
If its HD then try moving it to SSD to see if that resolves things?
I have found with many modern games they are built for the current gen of consoles which all expect NVME / M2 storage. If i try to run them off anything less i get issues.
