Why did they make Harley Quinn so ugly in this game?

Came for the same question. I just finished Gotham Knights and while Harley there wasn't as good as in Arkham series, she still looked like Harley.
The Harley Quinn from the game looks weird and not even like in the recent movies.

That is actually quite possible, there have been several cases like that documented in other games. An average woman is not ugly with actresses usually having above average looks - so it take intentional effort to turn real life actress likeness into something ugly.

Publishers are hiring external consultants nowadays to help devs make their games more DEI friendly - and as ugly female incels who hate any beauty are a strong lobby in the progressive movement, any beauty must be eradicated to avoid hurting their feelings (in case they decided to play, which they likely won't).

While you are right this games biggest weakness will likely be it being designed as life service looter shooter while most potential customers just want another story-driven single player experience from their favorite devs - it does not mean other flaws are not piling up too.

And believe it or not but most people - even while they appreciate beauty - do not resort to lonely adult activities every time they see a pretty digital face. But you do you, no judging.
