making games is not easy it takes time, money, sleep
the one published on steam by jagex was paid, THE ORIGINAL game before the jagex acquisition version however was free (which can still be played and is now called build and shoot).
I actually have to agree with the developer, i'd rather them be able to have the resources and funds to be able to develop the game, but its undeniable that a big strength of the original game was the ability to just hop into the game for free.
