Coin washer top room not being a top room

It could be a me thing but i took it being called a top room means it is above it and when i finally got it it just added more space to the room. Why not just call it an extension and not a top room?

Finally someone mentions it! Yeah, both the "top room" and "top coin room" are on the bottom floor... and the coin room is just an extension. The only explanation I thought of was, maybe they plan to add a staircase and a 2nd floor eventually? Otherwise it's very silly.
