What do you mean "wont let build"? Does it show as red, as in can't build there, or it just want activate, in that case you don't have the man power.

For a Land Prod. building to be built you need 3 things:
1. Supply in the hex you want to build upon.
2. Military complex in said hex. Land production can not be built in cities or on industrial complexes.
3. Money, industrial and military goods for the construction.
(4) And of course time for the building to be built.
