Report a translation problem
For example - i've wiped out with a single 10kt nuke bomb a handful of cities with 1+ ml pop, but a freaking little village with 10+ k people resists like 10 strikes in a row. No explanation of why it is so powerful.
Very annoying.
1- To target a hex you may need a visual line of sight or vision on the hex you want to target. Some missiles have stats for buildings/soft /hard attacks and sometimes you need to target a unit on the hex for the missile to launch. That's how vision of the hex is needed to target a unit. You gave no references to mods but if you are using workshop mods ; there are missiles that are buggy and won't work in some mods.
2- I have no idea why it would make exceptions of land prod. The amount of damage dealt is not all due to the power of the bomb itself but I guess different terrain type will have different resilience.
If by coincidence many engineers are around the area that was bombed I guess it easily double the repair rate but "instantly" is kinda hard to believe. Never seen that.
It's hard in general to give advices on issues reported by players since their reporting isn't as good as looking the save and rechecking all the permission locks etc.
Land and naval arty also refused to bombard such hexes when i ordered them to do so.
Only by declaring war to that other faction was i able to blast the hexes.
