That's the only way to "change" the government.
Each additional option takes time to implement. Government changes have consistently fallen below the priorities for other features. It will likely be considered again for SRGW but too soon to say where it will land in the order of priorities.
If you look through the Steam discussions and the developer's forums, you'll see there are probably by now 1,000s of user-suggested improvements.
Obviously everybody is going to have their own opinions on what is or isn't a higher priority but that doesn't mean SRGW isn't going to be a further huge improvement. If you compare just SR2020 and SR:U alone, that "new face" you mention is actually a massive difference in making the game better.
