i think he lack the industrial supply to make road so it take more time since the ussr have little industrial supply to spare on that project and also asking for hotkeys to make road ?

You are going to run out of money fast. It is not a good idea to play this like sim city. There is no gameplay mechanic reason to do that. Why are you doing it?

In this game you dont need to pave (make roads) every hex - people rather asked how to remove roads. (Really - this is not Sim City XD - there are no traffic issues that cant be solved with some well placed nukes)
If you just want to achieve better supply in your hexes - start to build rails (cheaper) or roads (to get speed bonus for units - not really needed since there is railtransportation for units too) from well supplied hexes like cities (and build there a supply depot) and have several hexes (>5 <10) space in between because supply extends beyond this main rails&roads.

Make sure to increase your infrastructure rating to 100% - without this you will not get much benefit from your rails&roads - they will also build slower due to lower supply% in their hex.

Well i dont know if they put in an option to remove roads, incase you dont need it or simply make a mistake. There should be different type of roads and rails, light or heavy at least.
