I ask for guidance in understanding the difference between World Availability vs Arms Availability in Scenario Creator 2.3

I suspect Arms Availability is the regions access to research and production of a specific category of units. Is World Availability then the - extra - units for research and production?

World Availability is what a region can research/build. Arms availability used to be for who countries would usually buy from but ArmsAvail wasn't really used past SR2010. The value remains in the file. In SR2010 you had only a part of the world, so equipment offers would arrive from "foreign regions".
