Observer mode?

I'm wondering if there is some kind of an observe mode in the game? Or is the only way to observe nations to always play as a nation?

There is no observer mode, but you could turn off fog of war and play from a nation like Fiji.

You would then essentially be "an observer" :)

You can choose a remote island-state and by the way You can reenter as an other state if You choose it before loading a safed game. Therefore You can also swap states and accept offerts of Your original state and similiar. I like "influencing" the history of things this way...
