Supreme Ruler Modding - Start Here
I am happy to announce we have finally released our modding tools to the public. As of today, we have released the Map Editor and Content Editor.

Both can be found under the tools section of your Steam library. The map editor is called "Map Editor" (We are going to change this soon to specify Supreme Ruler). The content editor is called "Supreme Ruler - Content Editor".

The map editor can be used to edit existing maps or create brand new maps. Documentation for it can be found here: https://supremeruler.gamepedia.com/Map_editor

The content editor can be used to create new scenarios and edit data files (such as events, equipment list, tech tree and much more). It comes in the form of two tools. One for creating and editing scenarios, and one for editing data files. Documentation for them can be found here:

It is still a work in progress. Once we have updates we will definitely let the community know.

Hi, I have a problem with Asset_Manager, I can not import the DEFAULT.UNIT file. When I try, I get the error "Incorrect input string format.
System.Collection.ListDictionaryInternal First cell = 1"
Anyone can know how to help me?

The map editor does not work properly.
I have spent hours reading, experimenting and I don't know what else to do.
I can place resources, population for cities, terrain and such but I can not place the cities themselves. The new cities do show up in the OOF file with the map location and stuff but they aren't there when you load up the game.
Why ?
Also, the map editor does kind of make a mess......especially with shorelines, I wish I could make an edited map look as good as the stock one.

The "stock" map - the map of the earth - looks as good as it does because we have satellite imagery from NASA to blend in with the terrain. If someone made high resolution imagery tiles, it would be possible to get the same quality. However, for procedural generation or fictional maps, making the imagery is totally impossible.

When saving, IIRC the map editor makes some assumptions about file names. I think it can cause the changes to be saved into a file that the .scenario file is not looking to. You might want to start a thread in the BGForums.com modding section or the modding channel on our Discord server.

The mapeditor will always be "rough around the edges", it's a free tool originally created for in house use. We will continue looking for opportunities to improve it.
