As to the repairing, the AI is capable of repairing buildings, and it's been reported to actually do so under the right conditions. The problem is that those conditions are prohibitive in the majority of cases and leads to situations that just don't make sense. I agree with you that it needs adjusting, but it needs to be clear that they are in fact capable of repairing and do in fact do so when the conditions are met.
The AI repairs are definitely improved in this round, including new algorithms and also fixing a glitch or two that caused them to ignore certain facilities in the past.
Even now repair of production facilities doesn't happen as quickly as I would like to see, there are times the AI will choose to build a new production facility instead of repairing an existing damaged one, but in general the entire process works better now.
