If you are a democracy, when it is election time you can be voted out of office.
Construction is the main engine of economic growth. When unemployment is very low and economic growth is strong it makes the citizenry happier because more jobs are available mainly through construction. When always using the cheat breakground, we end up not providing with construction work which is an important factor in the unemployment calculation. All games where breakground was used end up with a longterm and impossible to fix, deficit in approval rating. Also, maxing social program or research will create a lot of jobs and get the approval higher.
