Camera view stuck in top down mode? (SOLVED)

I'm not sure how this happened but my camera became stuck in a weird top down mode yesterday and it's effecting all my new and old games.

The strange part is how it happened. I was playing as Rhode Island in Shattered World and went to save my game. When I went to name the file the menu suddenly closed out and I was forced into this top down camera mode.

I must have accidently pressed something to cause this problem but I can't figure it out.

EDIT: After looking through the PDF Manuel I realized what i'd done. When going to capitalize the "R" in Rhode Island I held down "Shift" and pressed "R". In doing so I activated a camera mode called "Toggle 3D Perspective".

Pressing the two buttons again fixed the camera.

Could you post a video/picture of what you mean by "weird top down mode"? My first guess is to check in Player Options > Map >Auto Pitch Map. If it is unchecked, check it. Checked is default.

He says ctrl+R view if you press that buttons it will revert back 3d from top down view.
