This is true, except in cases where others have the BetterCosmeticDefaulter mod, which just tells their game that you don't have something equipped in that slot. If you were using a different race, eyes, face, and accessories then yes you would still look like the default cat.
There isn't a mod to fix this, unfortunately. The next best thing there is would be BetterCosmeticDefaulter, so that only parts of other players' characters get defaulted instead of the entire character.
As an example: if another player has a mod that adds custom eyes, but you don't have that mod, then only the eyes of said player would be defaulted while the rest remains untouched with BetterCosmeticDefaulter installed.
