Chat bugging?

Hello! While I was joining public games and other people's worlds, I noticed that the global chat doesn't actually show every message that people send in the world and that the local chat also doesn't show every message from the people around you. Are these just certain chats to organize peoples messages and don't work how I'm thinking?

I'm pretty sure that is in fact a bug as I've ran into it also when joining public servers and even sometimes coded ones. It works fine other times so I highly doubt its meant to happen
