Is golden Manta Ray really that hard to find?

ive been fishing for like 5 hours nothing

golden lure + IRL luck, saltwater fishing buddy can also spawn it rarely.

was fishing for it for like 6-8 hours or more, my buddy got 4 of these ♥♥♥♥♥♥♥♥♥ in an hour lol. its all rng based, not sure about the golden hook though, my friend didnt use it at all and i tried using it (ended up catching golden manta ray with it)

I guess I got lucky cause i got it within my first hour or two of playing. Standard equipment as well, I think.

I was also playing with a friend for like 4 hours and he got FIVE of them....
