It seems maybe a bit cheaty to deliberately influence the game to favour filling out your journal for you, as realworld fish wouldn't give you that benefit, but if the probabilities really are that heavily skewed, or the particular RNG in use is maybe a bit jank even just for picking between about 256 items max, a small and gradual skew towards whatever's still missing in your journal could be justifiable?
