Yes, there's a few calculators available that show rates becased on lure and bate combination, this data was pulled from the game itself as Godot can be decompiled.
The golden lure is a total wash. All of my golden fish have been from the big lure or buckets, same with getting all tiers of legendary rain fish.
First, it DOES works as intended. But Leed is rare, and Golden Hook triple the odd of getting it but it stays a pretty small odds relatively speaking. Not even talking about the fact you can only get it while it rains so you only have short windows every time. So at your small, individual scale, you can't pretend you would "feel" the effect of such a hook but it does offer you better odds !
All that to conclude with that second point:
Just use Sparkling Lure. In the case of Leed, it offers the exact same chances of getting it but without the constant x3 bait uses.
Do NOT use Large lure as you would only nerf yourself since the game could very likely roll a small-ish Leed alongside a large Helicoprion that would take priority.
But in the case of Leed yea, Sparkling is just better unless you WANT to use more baits for some reasons ahah.
All of mine are from the large lure or buckets. I haven't gotten a single thing with the golden hook in 15 hours of trying it exclusively. That includes rain fish and the diamond.
This is 100% in the realm of possibles, and yet you still have more chance to get them by using the Golden Hook. Your personal experience and this fact can both be true at the same time, welcome in the world of probabilities ! :)
For anyone finding this thread, just remember these ;
- Golden Hook is fine, this is the best lure for any Golden fish (Bass and Manta)
- Since today's update, Magnet Lure MIGHT became better than Golden Hook for Diamond (depend of the exact extent of the buff but it's very likely it's better now)
- For Leedsichthys just use Sparkling Lure as it offers you the same chance to get it as Golden Hook without the bait usage malus !
If you are doubtful about these claims (which is fair and good practice anyway), you can find the exact numbers behind these on the Webfishing's wiki (can also find them on a few Steam guides).

To put it simply, when something bite the game pick a loot table. If it's the rain table, there is only 4 fish in there including the Leedsichthys.
The game will randomly roll 3 fish of that table and your lure will decide which one you get.
So if a Leed is rolled :
- With Sparkling you'll always have it since it's the only Tier 3 of the category.
- With Golden Hook you'll always have it since it's the only rare of the category.
- With Large Lure you'll have it MOST of the time but there is a possibility that a bigger Helicoprion is rolled alongside it, taking priority.
If you want to target Leedsichthys, use Sparkling !
Like I said, the game will always pick a single loot table at a time. If it picked the rain table, it'll only roll rain fishes. Same goes for the junk table and salt/fresh water ones.
In short, the game will never roll a rain fish alongside fresh/salt water fish or junks. It's always gonna be a selection of 3 fish of the same category.
