but if it's not being placed at all...then either the ground has an object on it (tree, rocks) or you are in combat mode. Can you place walls and such?

Re-reading the developers post above me, I hadn't realized you could place stuff above/below ground and needed to hit a key to do so. I'll try fiddling around with that when i get around to playing later in the day and see if it solves the issue.
First, press the 0 key, or click on the ground mode button. Then select the stairs that you built, and right-click a place on the ground to place the stairs.
Have you tried it this way yet? I don't know why you would not be able to place the stairs normally, without clicking the 0 key.
