Are some patients incurable?

Right after I get the humor circle, we get a patient who is 58 years old with an allergy that prohibits phlegm. Unfortunately every diagnostic I use indicates phlegm. The meter on the side says 100 for phlegm. Against my better judgment I administer it and he dies. I reloaded it three times trying to figure out what I was doing wrong. He tests positive for Vital. Positive for High Dose. Can't have Phlegm. Blood at any dose has no effect.

So is this just a setup for failure?

Just for fun I tried the biles. They also hurt him.

Some patients apparently are not completely curable. For allergies the developer said they can take only low dosages that can help. I remember giving a patient with an allergy a alternative mystery serum and it helped

To be fair, the mystery medicine will cure anything but in women only (Trust me, i tried just for the funsies) though i think the mystery medicine isn't exactly...good.
I've got a feeling that if you use it in the full game, it will impact what happens later on in the story
