Could you run 'winver.exe' for me and check whether you have SP1 installed?

I've just solved the problem:

Step 1 go to: http://www.microsoft.com/en-us/download/details.aspx?id=5842

Windows 7 SP1
If you have a 64 Bit O/S download and install: Windows6.1-KB976932-x64
If you have a 32 Bit O/S download and install: Windows6.1-KB976932-x86

Virtual C++ 2015 Update 1
Step 2 go to: https://www.microsoft.com/en-us/download/details.aspx?id=49984

If you have a 64 Bit O/S download and install: VC_redist.x64.exe
If you have a 32 Bit O/S download and install: VC_redist.x86.exe

Step 3 when installing the “VC_redist.x64.exe” if prompted with either repair of modify click: Repair

Now the game will run!

I just spent the entire day trying to install this on my PC and had the same issues here. I tried every suggestion listed here, plus a half dozen I dug up elsewhere. I'm running win7 SP1 and far exceed the system requirements. I've been wanting to play this for a while and have had to "hack" and "splice" many other games in the past to get them to work. This is the first to defeat me and it really seems to be a MS issue and possibly not much else. I really hope something changes that helps me all the others having this issue. Win7 still outnumbers Win8 and Win10 combined by my last count. I wouldn't be surprised if most Steam users still run 7. I'm holding off till the end of the month to grab my free upgrade, but this shouldn't be a necessity to run this.

i have same problem today.
It is necessary to install the package from the desktop, I do not know why, but stupid microsoft developers need to know why it works that way.

Thank you! This helped solve the problem so I was able to run Civilization VI. Hopefully other users having problems with Windows 7 and Civilization VI will see this post.

Although I did have one more problem on my laptop and this helped resolve that:

http://answers.microsoft.com/en-us/windows/forum/windows_7-windows_programs/cannot-install-vcredistx64-error-2203/2fc76ccd-df4e-496a-b203-4fd66d4456c8

Had to change the temp folder to install the 2015 c++ Hope it helps!

Is Civ 6 any good? I enjoyed 5 a lot! You should try The Solus Project as well. :D
