There are console commands and ini files to edit but i dont know any commands as i run above settings without changing anything but im sure one of the Devs will chime in with afew helpfuls :).
Do u mind gaming under 60fps ?, i would be inclined to set slider 100% set all settings to high and see what kinda frame rate u get and maybe in 10%-15% increments push slider up until framerate bogs.
