We cannot replicate this issue so it makes it harder to fix.
Make sure the game is not stuck because of a windows firewall dialog also. Common with UE games.
Has happened before too though for some. It has something to do with the window either not having foreground focus in Windows, or some other input device that is not a standard mouse taking over the mouse. Do you got any trackballs or whatever connected? Any software that does something to the mouse cursor?
Do you have an Xbox gamepad nearby? Does that one work?
I have only been able to play my game of late when all of a sudden the menu allowed selection on one random boot-up of game and the selection worked great. SInce that time, I have not had any luck and cannot select again.
I have a wireless Logitech Keyboard with mousepad and wireless XBone controller, that's my setup in Windows 10.
At this point I had very few things connected (the Vive (HDMI output), TV (DVI output), speakers, and bluetooth keyboard), and the last time I tried playing (when the menus worked fine) was on this exact configuration, so I don't think it's to do with external devices.
I then shut down my PC and moved it back to my gaming rig in another room, and tried loading the game again. This time everything worked fine. From the PC's point-of-view, not a lot has changed; I moved location, it now has 3 monitors connected instead of a TV, and now has more USB devices connected (mouse, pedals, joystick, microphone).
I'm rather stumped as to the cause.
On a side note: please add a way to skip the intro! This was my 3rd time trying to start the game, and I'm rather fed up with sitting through the intro each time (and I know I've got at least one more time to sit through it).
What we do is we attach the mouse cursor to the center of the headset image. So we basically set the position of the mouse cursor all the time. When moving the mouse it would therefore instantly move the cursor back to the central position, and when you move your head it basically drags the mouse cursor along (or rather the cursor stays in the middle, but the world around you moves). If the head aiming doesn't work it must mean that something else in turn is preventing or overriding the position of the mouse cursor so that it no longer could line up with the center of the VR window.
Is there anything in your setup or in what you are seeing that you could see giving interference or problems with our setup? It could be small and seemingly meaningless that you might not be considering at all, for example if you push the mouse cursor with the mouse all the way to the corner of the screen while it boots it won't work, but if you don't touch the mouse while it boots it will be fine. Or anything else like that?
You could somewhat skip the intro by typing "slomo 30" into the console (console also works in VR, but typing is a bit harder of course. We will look at improving that in the future possibly.
I'll have to experiment some more to see if/how i can reproduce the problem. Unfortunately I won't be able to manage that until at least Sunday, now. I will follow up here if I learn something new.
And thanks for the tip about the intro - but how do I get the console?

Hope that helps trouble shoot some the issue. There have to be other gamers affected by this. I really want to play and finish this game in VR, please help. There has to be a work around.
Does anyone have the problem with a normal PC monitor?
Anyone else any ideas on how TV screens differ from monitors? Anything difference we can identify that could be the cause?
