it the solution
1. Open file explorer and go to C:\Program Files (x86)\Steam
2. Copy a file called "Steam.dll"
3. Go to C:\Program Files (x86)\Steam\steamapps\common\Blitzkreig 2 Anthology\Blitzkrieg 2\bin
4. Paste in that folder and try starting the game.
5. Repeat the process with the other expansion packs.
Solution also works with other games with the same problem.
Set to Windows XP (Service Pack 3), and you are good to go!!!
I have tested on two different computers running Windows 10 Pro 64bit version 1803.
On one computer I had no problems, since I already had a bunch of extra Microsoft stuff installed.
But on my other computer, I got many errors of missing files. I recovered from backup to double check
results.
Though my Windows is 64-bit, the game is 32-bit, so you download the x86 versions. The following might not be your only choices, but they worked for me. They are full downloads you should keep in case Microsoft yanks them off later.

After all that, clicking on game.ese still didn't get me to the game menus, but no errors were given. I had tinker with compatibility settings (right click, select properties then compatibility); I tried different setting each time and worked, since Windows compatibility troubleshooter then kicked in.
