Report a translation problem
If they are PAK files, then put them in your data folder. They should have the right folder hierarchy already.
If they are simply DDS files, you'll need to put them in the right directory. So, for the basic US Sherman for example, Data/Units/Technics/Allies/Tanks/M4A1_General_Sherman_USA
If we focus on my packs first, what exact one are you using?

Alternatively, the Blitzkrieg Start Tools application will automatically fix the texture settings automatically in any Blitzkrieg game installation.
1.Open your RT/BH folders and find config.cfg. Open it with your notepad.
2.Find following sentenses:
InstantApply="1"><Var>Compressed</Var><Action>SetTextureQuality</Action><ActionFill>GetTextureQuality</ActionFill><Default Type="8"><Var>Compressed</Var></Default><KeyName>GFX.Texture.Quality</KeyName></item><item EditorType="3" Flags="0"
change the "Compressed" to "High".
3.Save it and play.
You will find the custom skins take effect but some units' skins become black and white checks. This is caused by missing high texture of original RT/BH.
There once is a "Blitzkrieg Anthology BH-RT Texture Patch.exe" on the internet, but all download links seem invalid to me.(As shown on http://www.geocities.jp/kwx50/lbk/Misc.htm#Patch)

BTW:if you wanna change the resolution, just modified following contents in step 2.

Here you can see I already change the resolution to 1920*1080.
