I am not sure what it is. But i had a problem with installing it. I rebooted my computer and played an other game while it was installing.. and it did what it should do. Not sure if that works with you but you can try it..

When I first start the new game FS15, after installing it says error code 3:0000065432. What is the solution for this?

After restarting my pc it steam got also rebooted Then it downloaded the game and now after the download it works fine :) so maybe you just need to off steam completely and then restart it. or an other solution off steam and reboot the computer and it may run as well.. the only other option i can think of is reinstalling the game.. Hope it will help you with the problem.
