People who played previous versions got pissed off that each new release was basically exactly the same game with very few additions.

There's nothing wrong with the game itself. I like it more than other city sims.

It's just that some in the community feel the current developers did nothing to justify calling it a new game, just re-releasing the same game they bought many years ago over and over again.

As BanDHMO said, the hatred is directed at the developers who basically added 8 new assets and a sky-box, then marketed it as a whole new game. This deception has now happened TWICE to the game, and buyers were (and still are) very angry about that. I don't think it would ever happen again because Steam now refunds titles.

Ignoring that, I agree that Cities XXL is easily the best city designer because you have total freedom to change anything down to the style of individual properties, and the various categories are much more granular, with 'industry' giving you not only light, medium and heavy industry, but many different types of agriculture, commercial offering you choices of different office levels, hotels and shops. The world maps are HUGE!

The two negatives are that (1) while it's a fabulous designer, this is NOT a good city 'simulator'. Population management is the most basic: add a house and 6 people are added. There are no births or deaths impacting population. And (2) no mass transit! This is because the game used to be online-only multiplayer where worlds were connected by net-based transit - lost when all the net-based code was stripped out. Personally, I STILL think the game beats Simcity and Cities: Skylines as a designer. My favourite of them all. If people simulation, a bit of governance and large transit was added, it would be the perfect game. This is unlikely to happen though.

Get "Cities: Skylines"

I think this is a better city builder than Skylines. Pricing wise, this game is the same price as 1 Skylines DLC.

It is cheaper because nobody wants it. For some reasons.

I don't care about the xl is the same as xxl thing... if that is what you mean.
It has a lot of nice things in it (as far as I remember.. been a while :P )... but there also was something that annoyed me so much that I have just stopped playing it.

Despite Cities: Skylines, XXL is STILL my fave go-to of all the city-builder games. It's hugely lacking in population simulation (ie there is none really), but the vast city and world design tools give you far more freedom to create bespoke worlds than any of the others, with greater granularity. XXL offers much greater control over theming too.

I'm actually using the game as a tool to create some locations for a story that I'm writing!

First time Cities builder. I love it. It's starts getting really good when you stop and, think. "OH, that's why it's called Cities."
