Report a translation problem
In reality units from a division (in operations with elements of multiple divisions involved) could not simply go where they wished or thought were needed. Usually they had clear operational areas, which cannot be crossed with orders in game and this is the case for the german Semenovka operation.
So, in such operations you have then "miniature operations" in the given "sectors". The borders will usually not be "active=blue" for all your units, but only for the ones that had such clear restrictions.

Here is some more info. It is clearly meant as divisional operation boundary. Corrected in the other post.
They do not come from the manual, but from real operation maps. For example, the border lines of German divisions near Semenovka, from the documents of the German corps.
