I would say "Final Offensive." Final Offensive is 23 turns vs "Black Snow" 28 turns. However, Final Offensive is a much larger front (operation) in some regards. Yes, Black Snow has more turns but it is comprised of one front. Final Offensive involves far more battles per turn which makes for a longer operation and potential breakthroughs and pocketing. Therefore, if it is "bang for buck" you want, I would go for "Final Offensive."
Final Offensive has two fronts as well, plus a gap in the line, with battles that involve re-linking with isolated Battalions, etc. Furthermore, Final Offensive has more room to maneuver if you like this style of tactics.
Having said this, I also have "Black Snow" but it is waiting in Que after I finish "Final Offensive." Even then, by the time I get to it, Krasnaya Polyana should be out, and therefore, "Black Snow" will get pushed to the back burner only because I`m not interested in the Northern sector of Eastern Front.

If I absolutely had to choose between them I'd go for Black Snow, simply because the setting and atmosphere differ so much from the rest, but they are two very different operations which offer up different tactical challenges.
You could always hold fire and wait for the imminent reboot of Krasnaya Polyana, which will showcase some new weather related effects and mechanics, will bring proper snow to Mius for the first time and include four (albeit slightly more modest in terms of scale) campaigns.
